Designing effective policies that promote the inclusion of these groups requires recognizing who they are, the gaps they face, and the causes of these inequalities. Measuring the size of the indigenous and Afro descendent populations continues to be difficult due to the biases in self-reporting and to a failure to represent these populations in surveys. For LGBTQ+ persons, there is a lack of representative measurements of their share of the total population and of the socioeconomic gaps they face. Regarding persons with disabilities, although we know that they account for around 13% of the region's population, there is room for improvement in government statistics by standardizing the different definitions of disability used.
