The so-called “glass ceiling” refers to barriers that restrict women’s access to hierarchical positions, limiting their professional progression. Career interruptions associated with maternity, women's preference for flexible working hours, and different attitudes of men and women toward risk and competition are some factors explaining the glass ceiling’s existence. In the region, women hold only 20% of top management positions in public administration, and they represent less than 10% of companies’ boards of directors. How can we move forward on this agenda?
